In World Geographic Map,  Gujarat State is located on 68.01 to 74.04 East Longitude and 20.1 to 24.07 North Latitude.  The area of State being near Arabian Sea, the State is atmospheric specialized, which brings frequent natural calamities like Cyclone, Oceanic disturbance and heavy rains during Monsoon.

As per system, on commencement of Monsoon, Flood Control Room was opened during the month of September, but during last year, for the first time, after completion of the Monsoon, the District level Control Rooms have been continued at Collector Office in the form of “Disaster Management Cell”, for which the Corporation is glad to be a part of it.

To take all possible, fundamental and prior averting and safety oriented steps at the time of natural calamities like Heavy Rains and Cyclone in Bhavnagar City and the administration and public members experience more nearness and face natural calamity with self confidence, instead of traditional action plan, an effort has been made to prepare fundamentally widespread, full of information and effective action plan with scientific approach.

The Action Plan has been prepared in view of the available information, by combination of research and manpower of Bhavnagar City for  playing a key role and effective co-ordination of Disaster Management Activities.

The Action Plan, though prepared very minutely, if it is not updated with latest changes and available information is not used effectively, such Action Plan is nothing but a bunch of printed pages.  Therefore, it is expected that all make it latest with final changes and the information stored is used in respect of the averting steps, rescue operation, relief work and health oriented services.
