PREFACE :
 

In Third Five Year Plan special stress was given on “Urban Community Development Scheme” [U.C.D.] as an important medium and element for solution of problems of slum and hutment areas located in urban areas.  On the basis of recommendations of Urban Rural Relationship Committee of the Government of India formed under the Chairmanship of Hon. Shri Balvantrai Mehta in 1966, the infrastructure of U.C.D. Scheme was formed.  In Fourth Five Year Plan, this scheme was transferred to the State Governments.

 
OBJECTIVES :
 
The Chief aim of Urban Community Development Scheme is that the individual becomes self sufficient, aware and united with the co-operation of other people in the same situation in which he is.  It is the main objective that he becomes aware regarding his democratic rights.
FORMATION AND WORKING SYSTEM OF COMMUNITY DEVELOPMENT SOCIETY :
 

The selected area is divided in small sub divisions [200 to 250 families].  One representative is elected from each sub-division.  The association of such 10 to 20 representatives is formed as “Development Society”.  By clubbing more than one such associations, “Area Development Conference” is formed.  And by including one representative of each area conference, a Union is formed.  Each association forms its own constitution and works for the development in his area of operation.

In the meetings of association, the programmes are planned that the information for providing information of Government, Semi Government and Voluntary Organization Schemes are available to the lowest person of the society and the people get the benefit of such schemes.  The scheme has come into force from December 1997, in which economically, socially and educationally backward and families leading their lives below poverty line as per the guidelines of the Central Government have been identified and population of 143881 in 33318 families have been covered.
